The Regional Comprehensive Plan (RCP) is a problem-solving guidance document that directly responds to what we’ve learned about Southern California’s challenges through the annual State of the Region report card.

It responds to SCAG’s Regional Council directive in the Strategic Plan to develop a holistic, strategic plan for defining. The Comprehensive Plan is a long-term vision for how Indianapolis and Marion County grows and develops as a healthy, inclusive, resilient, and competitive city.
